Previously, when upgrading to OSP11 with the cinder-volume service running under pacemaker, the service would restart before the cinder database was migrated to OSP11, causing the cinder-volume service to crash.
With this update, the cinder database is migrated before the cinder-volume service is restarted, so the service is available immediately after the OSP11 upgrade.
