Previously, when upgrading to OSP11 with the cinder-volume service running under pacemaker, the service would restart before the cinder database was migrated to OSP11, causing the cinder-volume service to crash. With this update, the cinder database is migrated before the cinder-volume service is restarted, so the service is available immediately after the OSP11 upgrade.

Upstream CI gate-tripleo-ci-centos-7-multinode-upgrades-nv flagged an issue upgrading the cinder-volume service under pacemaker [1].

The issue has already been fixed on master and stable/ocata [2][3], and is recorded here for inclusion in OSP-11.
