Description of problem:
The README, and presumably other docs, reference the fedora hosted git URL, these should all be updated to point to soureware.

Greetings,

As https://fedorahosted.org/releases/p/u/publican/ is no longer available, the installation instructions at https://sourceware.org/publican/en-US/Publican/4.3/html/Users_Guide/sect-Publican-Users_Guide-Installing_Publican-Windows_operating_systems.html are obsolete.

Are you planning to fix the docs at some point, and until then could you please indicate where one could download an installer for Windows ?
