1.Navigate to the Cloud Intel-> Chargeback page.
2.Add a new rate.Try updating the newly created rate.


Actual results:
---------------
No flash message after a chargeback rate is updated.


Expected results:
-----------------
A flash message such as Chargeback Rate <xyx> was saved should be displayed.
