Description of problem:

VNX driver should use the `state_path` instead of home of current
user, or we may meet permission error when creating folder for storing
data.

Version-Release number of selected component (if applicable):
RedHat Openstack 11(Ocata)

How reproducible:


Steps to Reproduce:
1. configure VNX driver as cinder backend
2. restart cinder volume
3.

Actual results:

Driver failed to start as permission denied

Expected results:
the driver can start up normally.

Additional info:

This is already fixed and backported to ocata

This will be included in the 10.0.3 openstack-cinder build.
