Description of problem:

When more then 1024 smbd processes try to connect to ctdb, ctdb may fail to respond, as it only allows 1024 open file handles (the system default). Samba's startup script alters the system limit to a higher value, and so should ctdb.

Actual results: ctdb fails to respond due to an insufficient open file handle limit of 1024.

Expected results: ctdb should alter the system limit to a higher value.
