Description of problem:
The lock screen background is a blue screen

How reproducible:
Always

Steps to Reproduce:
1. Do a "Server with GUI" install
2. After the install, lock the screen (Click the system status menu at the top right of the screen and click the Lock icon)

Actual results:
The lock screen wallpaper is a blue screen

Expected results:
The lock screen has a pleasant themed background, either the default background or something a bit different.

Additional info:
The Background can be customized in GNOME Settings > Background.

gsettings get org.gnome.desktop.screensaver picture-uri
'/usr/share/backgrounds/gnome/adwaita-lock.jpg'

redhat-logos includes a gsettings override to customize the default wallpaper. It just needs to do the same for the lockscreen. That override file is
/usr/share/glib-2.0/schemas/10_org.gnome.desktop.background.default.gschema.override
