mock skips setting up device nodes that don't exist on the host, but /dev/loop* devices are only created when first used. mock needs to create them unconditionally.

There is a similar problem with the new chroot, but I haven't figured out how to add /dev/loop* to systemd-nspawn chroots

This bug appears to have been reported against 'rawhide' during the Fedora 27 development cycle.
Changing version to '27'.
