mock skips setting up device nodes that don't exist on the host, but /dev/loop* devices are only created when first used. mock needs to create them unconditionally. Here's a PR to do this: https://github.com/rpm-software-management/mock/pull/107 There is a similar problem with the new chroot, but I haven't figured out how to add /dev/loop* to systemd-nspawn chroots
