Description of problem:
Gnome-shell is not starting when vnc service is started with config files, however, vnc works fine when runs manually.

Version-Release number of selected component (if applicable):
tigervnc-server-1.8.0-1.el7.x86_64

How reproducible:
100%

Steps to Reproduce:
1.install RHEL7.4
2.configure vnc
3.take access

Actual results:
Vnc session shows black background

Expected results:
vnc should load the gnome-shell

This issue has also been observed with the root user when using the workaround of starting vncserver from the command line manually. All non-root users work fine with the workaround.
