Description of problem:
When trying to place a widget at the bottom of a column, the widget simply returns to its previous location.

Always

Steps to Reproduce:
1. Drag a widget to the bottom of a column
2.
3.

Actual results:
Widget returns to original location

Expected results:
Widget snaps to new location

It's a duplicate of https://bugzilla.redhat.com/show_bug.cgi?id=1316134, which was recently closed as WON'T FIX.
