Description of problem:

OpenDaylight has already been containerized in RHOSP 12. Neutron services are planned for OSP 13 to be containerized. There is support already for ODL + Neutron containerized deployment, but we will need to validate it in OSP 13.  

Note: If the Open vSwitch service is containerized it will require changes in OSP director for the OpenDaylightOvs service.
