The NetApp driver was incorrectly reporting provisioned_capacity_gb and the scheduler's over-provisioning calculations were using incorrect data and were off. The driver now stops reporting provisioned_capacity_gb data and lets cinder core code do the calculation. As such, the cinder scheduler can now properly calculate over provisioning values for NetApp 7mode and cmode backends.
