The NetApp driver was incorrectly reporting the `provisioned_capacity_gb` value. Consequently, the scheduler's over provisioning calculations were using incorrect data and provided wrong results. The problems has been fixed by disabling the driver from reporting `provisioned_capacity_gb` data and using Cinder core code to do the calculation instead. As a result, the Cinder Scheduler can now properly calculate over provisioning values for the NetApp 7mode and cmode backends.
