dot2tex 2.9.0 has been released in May 2014 [1].

The current version in Fedora is broken because pyparsing does not export Upcase and _noncomma anymore.

Please update to the latest release.

I can also assist you with updating the package if you give me access in pagure (https://src.fedoraproject.org/rpms/dot2tex)
