Description of problem:
EvmRole-operator is unable to view the physical server summary page.  The menu item is missing from the compute-physical server tab.  The infra provider is available and the servers attached to the provider can be listed, but the summary page cannot be accessed because of access control rights.

Version-Release number of selected component (if applicable): 5.9.0


How reproducible: consistent/always


Steps to Reproduce:
1.  Create a non-admin user for MIQ
2. Log into the appliance
3. View the compute menu item
4. View the Compute->Physical Infrastructure Menu Item

Actual results:
No link to the Server or topology pages

Expected results:
Link to the server and topology pages.

Additional info:
Similar behavior for the user and support roles.

If it's something like a tracker bug where it doesn't matter, please set the severity to Low.

This PR added some missing pieces to Saulo's fix: https://github.com/ManageIQ/manageiq/pull/16958

It was already merged.
