This issue is actually a duplicate of 1505618. This PR added some missing pieces to Saulo's fix: https://github.com/ManageIQ/manageiq/pull/16958 It was already merged.

VERIFIED in 5.9.2. Server and Topology is visible under Compute->Physical Infrastructure Menu Item when logged in as user with the user, support or operator role.
