Description of problem:
When logging in to the GUI you see a toast message:

Plans could not be loaded
too much recursion

You can also see a long list of stack fetch messages in the console log. See attached screenshot.

Verified in openstack-tripleo-ui-7.4.3-2.el7ost.noarch (same as bug #1510483)
