User should be able to by clicking on ManagePlans link to:
Update and existing Deployment Plan: 
    - Replace Templates in existing Plan by browsing to new folders or files
    - Change Deployment Plan Name

In the UI, the edit button provides a way to modify an existing plan.  You can change its name, and upload new template files.  However, once the form is submitted, no changes are actually persisted.  This bug is still relevant.
