+++ This bug was initially created as a clone of Bug #1291168 +++

As bug 1291165 describes, in the future an export domain will no longer be needed. In order to continue supporting old customer environments, these domains should be converted to data domains:

1. The format should be upgraded to V3 (or V4, if we implement it)
2. The type should be updated from export to data
3. The OVFs on the file system should be migrated to an OVF_STORE(s)

This bug didn't get any attention for a while, we didn't have the capacity to make any progress. If you deeply care about it or want to work on it please assign/target accordingly
