Description of problem: 

Currently CFME uses OpenStack ceilometer to gather metrics from OpenStack, however, due to issues with Ceilometer and Gnocchi at scale many end-users are interested in using collectd to gather metrics and events. These end-users are shutting down Ceilometer and Gnocchi entirely. 

This results in two scenarios

1) End-users may not consider using CFME for automation or basic capacity reporting.

2) End-users who want to be able to leverage CFME are now forced to run Ceilometer/Gnocchi side by side with collectd.
