Steps to Reproduce:
1. Upgrade bluez from 5.47 to 5.48
2. Try to turn on Bluetooth and pair or connect to any device


Actual results:

Bluetooth status is not reflect in notification area or Settings screen until it is opened again. Bluetooth appears to be non-functional.


Expected results:

Bluetooth works as expected


Additional info:

Downgrading to bluez 5.47 immediately resolves the issue. Bluetooth however has been mostly broken on Fedora 27 for a while now so it might be something else.
