3.7 upgrades were incorrectly using an old default etcd port value of 4001 and was modified to the proper number of 2379.

Description of problem:
After upgrading OCP from 3.7.9 to 3.7.14 service catalog stops working.  Found issue below:

Have not been able to produce in-house.

I updated the issue on github to point to the already committed fix. If I'm correct about the issue having already been taken care of, the OCP upgrade that will fix the problem will be in 3.7.24.

I have already tested this issue with the newer 3.7.24-1.git.0.18a2c6a.el7.noarch, it works well! So, it looks good to me.
