users who do not have

How reproducible:
all the time

Steps to Reproduce:
1. disable "manage quota" from the role of a user
2. try to view quotas as that user
3.

Actual results:
unable to display the quotas

Expected results:
able to view but not alter quotas

To resolve this there is related PR in latest codebase (Gapridashivlli release):

Appliance version: 5.10.0.32

I can now see quotas without the Manage Quotas permission.
