VERIFIED in 5.9.2 I was able to copy the EVMRole-tenant_quota_administrator role, disable Settings -> Configuration -> Access Control -> Tenants -> Modify -> Manage Quotas and still view quotas when the "Manage Quotas" button was no longer available.
