Description of problem:
The LICENSE file is installed in the documentation directory, not the licenses directory.  This means that if you install the package with `tsflags=nodocs` then it will be installed without the license.  The %license macro handles this and is described here:

Actual results:
License is not installed when `tsflags=nodocs` is set.

Expected results:
License is always installed.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.

Fixed in rawhide and F28.
