Description of problem: The LICENSE file is installed in the documentation directory, not the licenses directory. This means that if you install the package with `tsflags=nodocs` then it will be installed without the license. The %license macro handles this and is described here: https://fedoraproject.org/wiki/Changes/Use_license_macro_in_RPMs_for_packages_in_Cloud_Image Version-Release number of selected component (if applicable): haproxy-1.8.3-2.fc28 Actual results: License is not installed when `tsflags=nodocs` is set. This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle. Changing version to '28'.
