This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle. Possibly related issues that popped up around this time: dnfdragora would show a warning about something being locked and exit untill I restarted the laptop (relogging didn't help) gnome-software (just installed) crashed once and worked fine after killing process and relaunching but could not open certain apps with "open" button Forward to you.
