Description of problem:
When configuring autofencing, It fails on following error:
"Error: Evaluation Error: Error while evaluating a Function Call, Could not find data item compute_instanceha_short_node_names in any Hiera data file and no default supplied at /etc/puppet/modules/tripleo/manifests/fencing.pp:61:13 on node controller-0.localdomain"

puppet-tripleo-8.2.0-0.20180122224519.9fd3379.el7ost.noarch

How reproducible:
Always

Steps to Reproduce:
1. Start overcloud deploy to autoconfigure fencing by supplying fencing.yaml file

Actual results:
It fails on an error

Sucess
