Upgrading major versions for Octavia includes the usual steps (new package versions, database update, ...) but it will also require some specific steps, most notably for existing amphorae (service VMs).

The image itself should be updated in the normal process, and will be used for new load balancers. For existing ones, what will be the upgrade strategy?

Key specific elements for Octavia:
* on upgrades, new images should be uploaded in Glance (with proper tag). The on-disk files should already be updated from the RPM packages update
* With HA enabled (#1547043), we should provide a script to rotate existing amphorae
