Description of problem:
In F28 Rawhide Workstation Live images and installs, mouse button
events do not seem to reach the desktop windows.

Fedora-Workstation-Live-x86_64-Rawhide-20180220.n.0

How reproducible:
100%

Steps to Reproduce:
1. qemu -cdrom Fedora-Workstation-Live-x86_64-Rawhide-20180220.n.0.iso
2. In live instance click around the desktop
3. sudo libinput-debug-events

Actual results:
1. boots normally
2. nothing happens
3. mouse events are shown as received by libinput

Expected results:
2. mouse events to reach the desktop UI and application

Does not happen for Xorg GNOME session, or on bare metal.
