Verified on CFME-5.9.2.0/RHV-3.6.13.1-0.1.el6.

In this CFME,
/opt/rh/cfme-gemset/bundler/gems/cfme-providers-ovirt-549dfa05bc6e/config/settings.yml,
graph refresh and use_ovirt_sdk are both enabled.

Adding a RHV-3.6 provider to CFME - Full refresh ends up successfully.
Discovery of RHV components works fine.
