Since Newton the DHCP agent may call dhcp_release6 binary (added in
dnsmasq 2.76) so we need this new version in repository

Blocked bug is the openstack-neutron spec update to depend on this version

We only ship dnsmasq-utils.  dnsmasq (base) comes from RHEL 7.
