According to https://bugzilla.redhat.com/show_bug.cgi?id=1557909#c2, the installer won't change "openshift_management_install_beta" and "openshift_management_app_template" until 3.9.z.

So seems we need to revert the changes for "openshift_management_install_beta" and "openshift_management_app_template" along with 3.9 GA. And apply the change with 3.9.z later.
