Description of problem:

KDE System Settings, Input Devices has no icon to adjust Mouse settings. User mouse settings ignored on start.

How reproducible:

Every time.

Steps to Reproduce:

1. Open System Settings

3. See lack of Mouse icon

Expected results:

User preferences for left-handed mouse buttons should have been obeyed on KDE start, and there should be an icon in preferences to adjust settings.
