This problem doesn't exist upstream, so some desktop/workspace/systemsettings functionality has been dropped from fedora re: mouse. This bug is a problem for lefties (as well as those of us that are right-handed but use a left handed mouse because of repetitive stress injury (carpal tunnel)). Please fix -- this IS a fedora-only problem.

Hello everyone. I'm not pleased to announce the issue is back on Fedora 29 KDE edition. But a bit different this time. While the mouse section is appearing only advanced feature are being displayed. General features like double-click vs simple-click are not visible and translations are absent. This is working fine with other GNU/Linux distribution. I added a screenshot of the issue.
Created attachment 1508378 [details] Mouse absent on Fedora 29
Please file a new bug, this is probably not the same issue.
After discussion with Fedora KDE SIG group on IRC, the "problem" has been fixed. Fedora developers actually changed the location of the setting to "Desktop Behavior" -> "Workspace".

Fedora developers actually changed the location of the setting to > "Desktop Behavior" -> "Workspace". Quick note: the location was moved by the upstream Plasma developers.
