rpkg-common failing/returning error during F28 upgrade

Steps to Reproduce:
1. F28 Upgrade Test Day Test Case: <https://fedoraproject.org/wiki/QA:Testcase_upgrade_dnf_current_workstation>
2. `sudo dnf install --best --refresh dnf-plugin-system-upgrade`
3. 'sudo dnf system-upgrade download --refresh --releasever=28'
Actual results:
Problem 4: package fedpkg-1.32-1.fc28.noarch requires python2-rpkg >= 1.51, but none of the providers can be installed
- problem with installed package fedpkg-1.32-1.fc27.noarch
- package rpkg-common-1.53-1.fc27.noarch conflicts with pyrpkg < 1.52-2 provided by python2-rpkg-1.52-1.fc28.noarch
- python2-rpkg-1.53-1.fc27.noarch does not belong to a distupgrade repository
- fedpkg-1.32-1.fc27.noarch does not belong to a distupgrade repository
- problem with installed package rpkg-common-1.53-1.fc27.noarch

I also had this issue when attempting to upgrade to Fedora 28 with rpkg-1.53-1.fc27. After updating to rpkg-1.53-2.fc27 (https://koji.fedoraproject.org/koji/buildinfo?buildID=1072848) I no longer get this error; dnf system-upgrade passed dependency resolution.
Changing component to rpkg.
