I also had this issue when attempting to upgrade to Fedora 28 with rpkg-1.53-1.fc27. After updating to rpkg-1.53-2.fc27 (https://koji.fedoraproject.org/koji/buildinfo?buildID=1072848) I no longer get this error; dnf system-upgrade passed dependency resolution. Changing component to rpkg.
Hi, would https://bodhi.fedoraproject.org/updates/FEDORA-2018-8a13e976eb be helpful to fix this issue?
