Description of problem:
The URL pointing towards the release notes has been moved to a subdirectory, and so the existing link on bash script now 404s.

How reproducible:
Once on every upgrade, where possible 


Steps to Reproduce:
1. Run the upgrade script with a valid upgrade path (eg. 27 -> 28)
2. Browse to the release-notes URL printed in stdout

Actual results:
Release notes URL produces a 404.

Expected results:
Should browse to release notes for the TARGET_VERSION.
Eg.: https://docs.fedoraproject.org/f28/release-notes/
