rpm -ql policycoreutils|grep locale/lt
/usr/share/locale/lt/LC_MESSAGES/policycoreutils.mo
/usr/share/locale/lt_LT/LC_MESSAGES/policycoreutils.mo

On my system /usr/share/locale/lt/LC_MESSAGES has 761 files, while /usr/share/locale/lt_LT/LC_MESSAGES has 4 files. I suggest dropping /usr/share/locale/lt_LT/LC_MESSAGES/policycoreutils.mo.

Thank you for reporting the issue. 
You are correct, lt_LT is not even present in out translation repository (https://fedora.zanata.org/iteration/view/selinux/master) and hasn't been maintained for a long time.

Could you please check that unmaintained translation is removed from upcoming RHEL 8 as well?

The same with lv.po and lv_LV.po - the latter should be removed. BTW, the files do not differ (only in headers), I downloaded policycoreutils-2.9-1.fc30.src.rpm, extracted po files from policycoreutils-2.9.tar.gz and this is what the diff shows:

Please remove both lt_LT.po and lv_LV.po from policycoreutils-2.9.tar.gz.

This message is a reminder that Fedora 30 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora 30 on 2020-05-26.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
Fedora 'version' of '30'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

to see this bug fixed and are able to reproduce it against a later version 
of Fedora, you are encouraged  change the 'version' to a later Fedora

lifetime, sometimes those efforts are overtaken by events. Often a 
more recent Fedora release includes newer upstream software that fixes 
bugs or makes them obsolete.
