I just checked and the primary download server shows the issue too - got all the mediawiki123-* packages but not mediawiki123 itself http://dl.fedoraproject.org/pub/epel/7/x86_64/Packages/m/ The package was retired in March because MediaWiki 1.23 is EOL. It seems like those packages should be retired as well since they require mediawiki123. I'm adding Patrick to CC as the maintainer of the retired package and the remaining mediawiki123-* packages.
