Kuryr should be able to provide high availability of it's kuryr-controller component. This has two levels:

* Moving pool management from kuryr-controller into kuryr-daemon, so in case of controller failure kuryr-daemon instances are still able to manage pods' VIFs.
* Providing failover mechanism for kuryr-controllers running on OpenShift or Kubernetes.
