I'm unable to reproduce this issue on manage.int.openshift.com, could you please clarify the steps you're taking to hit it?

What I've tried:
1. Sign in to user with provisioned Fuse plan
2. "Manage Subscription"
3. Click "Change plan"
4. Page loads fine, shows current plan and other 2 greyed out with "Coming soon"

or
1. Go to sign up for new fuse plan
2. Choose fuse cluster not already provisioned on
3. Continue to profile page
4. Click back to cluster page, choose different cluster
5. Continue to profile page, no problems

I've tried both of these because I'm not sure if you're referring to a user who has a subscription trying to change theirs, or a user who is going through registration trying to change the plan they are signing up for.

Hi, Dame
I think maybe it is because cluster is in updating process.
Verified in registration INT and STG. Works well.
