Description of problem:
We detected an issue connecting from an EL7 host running oVirt (RHV) to a postgresql 10 database running on Fedora 28 / EL8.

In order to allow applications running on EL7 to interoperate with PostgreSQL on EL8, a backport of postgresql-jdbc-42.2 to EL7 is needed.

And it's at the same time almost impossible, not in RHEL7 (maybe we could
have different version in RHSCL channel..).

What version (NVR) of jdbc in RHEL7 are you using?  Have you tried the Z-fixed
version from https://bugzilla.redhat.com/show_bug.cgi?id=1547424 ?
