Doc Text:	Previously, the mutter configuration overrode the monitor layouts defined by the xorg.conf file. This update fixes an error in the mutter compositor, and the correct monitor layout is now used.	Story Points:	---

Description of problem:
- mutter overrides xorg.conf regardless of the configuration

Version-Release number of selected component (if applicable):
- mutter-3.26.2-13.el7.x86_64

How reproducible:
- 100%, also reproduceable on Fedora 27 and 28

Steps to Reproduce:
1. Configure xorg.conf (most common use case is via Nvidia proprietary module)
2. restart the GUI
3. Observe that xorg.conf settings are overridden

Actual results:
- mutter overrides xorg.conf

Expected results:
- xorg.conf configuration used when available

Additional info:
- does not occur in RHEL 7.4
- occurs in Fedora 27 & 28
