In bug 1566225 we did a cleanup of ppc specific packages and processes. During that we removed ppc64-utils from the distro as a meta-package not required any more in rawhide.

The last build is ppc64-utils-0.14-25.fc28

This became a problem when something that ppc64-utils requires also left the distribution, causing a dependency problem on update.

Fixed in fedora-obsolete-packages-29-10, which should now be live in rawhide.
