Doc Text:	Previously, it was not possible to customize the haproxy [defaults] section in the haproxy.cnf file. It was necessary to modify this section manually. With this update, you can pass in a new hierakey and override the defaults. Description of problem:
	
[RFE] Add support for configuration of the “defaults” section of haproxy.cfg on OpenStack 10.  

Customer needs to be able to adjust this section of the file via heat template:

defaults
  log global
  maxconn 4096
  mode tcp
  retries 10
  timeout http-request 30s
  timeout queue 5m
  timeout connect 30s
  timeout client 5m
  timeout server 5m
  timeout check 30s
