Description of problem:

In some environments we need to be able to tweak the default stanza of haproxy:
defaults
  log global
  maxconn 4096
  mode tcp
  retries 10
  timeout http-request 30s
  timeout queue 5m
  timeout connect 30s
  timeout client 5m
  timeout server 5m
  timeout check 30s

Some environments simply don't work under certain workloads without being able to tune these defaults
