texlive-base failed to build from source in Fedora rawhide

Please fix texlive-base at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
texlive-base will be orphaned. Before branching of Fedora 30,
texlive-base will be retired, if it still fails to build.

xindy barely builds. Usually takes a few tries to get this package to build on arches where xindy is enabled (x86_64, i686).

Mostly saying this as a note to myself, when I forget why texlive-base doesn't build cleanly sometimes.

texlive-base-20180414-17.fc29 is now built in rawhide.
