xindy barely builds. Usually takes a few tries to get this package to build on arches where xindy is enabled (x86_64, i686). Mostly saying this as a note to myself, when I forget why texlive-base doesn't build cleanly sometimes. texlive-base-20180414-17.fc29 is now built in rawhide.
