Whoever developped the patch, did failed to do his job correctly. This package needs a c++ compiler. So, with all due respect, rework your (apparently broken scripts) and stop molesting community members with the brokenness of your works. I know, this is not the place to complain, but my feel is, Fedora has massive release engineering personell problems. A build was successfull: Coin2-2.5.0-35.fc29 [1]. Closing the bug.
